The development of public art in the City of New Westminster is one of six key objectives under the 2008 Arts Strategy. As such, the City recognized that a high quality municipal Public Art Policy was important to achieving these goals. In 2011, the City appointed its first Public Art Advisory Committee (PAAC). 

The PAAC is a voluntary city-wide advisory body that provides expert community input on public art policies, projects and procedures in order to encourage the development of public art in New Westminster.

In November 2012, Council adopted the first Public Art Policy for the City of New Westminster.
